The successful candidate will be responsible for executing day to day program planning tasks within KGS, providing qualitative and quantitative data analysis for program performance management, ensuring the business meets critical deliverables, program schedules (Integrated Master Schedule), as well as risk and opportunity tracking, management, and mitigation. This leader will work cross functionally alongside the program finance team, as well as the program management and engineering teams to ensure Government funded programs are tracked and performed on cost and schedule. As KGS grows and takes on more complex contract types, the successful candidate will be responsible for performing Earned Value Management (EVM) activities. While still in the start-up phase, KGS will be tracking EVM “lite” metrics from an internal management perspective for program performance. The program planning organization will have responsibility for aligning our product roadmaps with Kuiper availability, ensuring we have products Government customers can use when Kuiper service comes online. The planning manager will also be responsible for creating integrated schedules that lay in both government program commitments as well as internal deadlines, and then align with Kuiper commercial on product availability and dependencies.
Key job responsibilities
• Work with KGS program managers, engineering staff, and finance to standardize development of KGS program schedules (resource loaded)
• Support KGS program managers and capture managers on development of proposal schedules in an ambiguous environment (outlining tasks, milestones, dependencies, and deliverables).
• Work with KGS program managers and engineering staff on scheduling approaches for program dependencies
• Report on key financial and operating metrics and performance indicators to measure overall business performance
• Develop processes that automate program planning in support of RFx responses, new program stand-up, and annual budget submission
• Develop integrated KGS portfolio schedule that tracks key milestones and dependencies across all KGS programs
• Build “what-if” scheduling tools/processes that support KGS program risk and opportunity assessments and program trade studies
• Security Clearance: This position requires that the candidate selected be a US Citizen and candidates must be able to obtain and maintain a US Government security clearance of TS/SCI.
BASIC QUALIFICATIONS
- 5+ years of applying key financial performance indicators (KPIs) to analyses experience
- 5+ years of building financial and operational reports/data sets that inform business decision-making experience
- Bachelor's degree in engineering, statistics or business, or Bachelor's degree and 5+ years of quantitative role (engineering, process re-engineering, quality assurance) experience
- 5+ years of US Government contract program planning experience
- Experience with integrated planning and scheduling
- 5+ years of hands on experience with program planning/scheduling tools (i.e. Cobra, Open Plan, Microsoft Project, Primavera, etc.)
PREFERRED QUALIFICATIONS
- 5+ years of identifying incomplete or inaccurate data, identifying the root cause and creating/implementing an escalation plan experience
- 5+ years of solving complex business challenges by delivering accurate and timely financial models, analysis, and recommendations that have a proven impact on business (e.g., financial savings, operational improvements, or customer benefits) experience
- Experience working with large-scale data mining and reporting tools (examples: SQL, MS Access, Essbase, Cognos) and other financial systems (examples: Oracle, SAP, Lawson, JD Edwards)
- Experience delivering forecasting, budgeting, and variance analysis, and data interpretation of results
- DCMA surveillance reporting experience
- Risk and Opportunity Management tracking and reporting experience
